Indonesia confirms national holidays and collective leave for 2027.

Indonesia has finalised its public holiday calendar for 2027. The Religious Affairs Minister, the Manpower Minister and the State Apparatus and Bureaucracy Reform Minister signed a joint decree (SKB) on 15 September 2026 setting 18 national holidays and eight collective leave days for the year. Workforce planning, leave entitlement calculations and staffing coverage for 2027 can now proceed against a confirmed calendar rather than a provisional one.

Collective leave and annual leave entitlement

The eight collective leave days are mandatory for civil servants but not automatically binding on private-sector employers. Implementation for private companies depends on individual employment regulations, collective labour agreements and internal company policy, meaning the collective leave calendar functions as a government-set reference point rather than a uniform legal requirement across all businesses.

This distinction carries through to leave entitlement. Under the 2027 SKB, collective leave generally reduces an employee’s annual leave entitlement, subject to the applicable law and each company’s internal rules, unlike national public holidays, which do not draw down annual leave. Companies that have not distinguished between the two categories in their leave policies may need to review how each is recorded and communicated internally.

Staffing coverage requires early planning

Teams with customer-facing, operational, production, security, healthcare or transportation functions typically face the most complex staffing arrangements around public holidays and collective leave, since these functions cannot fully pause operations. The heaviest concentration of leave requests falls around the March Eid al-Fitr period and the December Christmas period. Employees submitting requests early in these windows give payroll and scheduling teams more room to work with.

Reviewing critical business coverage, approval timelines, payroll cut-offs, customer commitments and minimum staffing requirements before finalising team leave schedules is typically how companies avoid last-minute conflicts.

Reviewing leave policy ahead of 2027

Aligning the company calendar with applicable employment regulations, employment agreements, company regulations, collective agreements and internal leave policy is the step that ties the SKB into day-to-day HR administration. Companies with specific questions about how the decree applies to their leave policy or payroll calculations should consult an employment compliance specialist familiar with Indonesian labour law.
